Institutions are the rules of the game -- property rights, contract enforcement, monetary constitutions, fiscal frameworks. Macro outcomes depend not just on current policy but on the credibility of the institutional environment in which policy operates.

Policy does not operate in a vacuum. The same interest rate decision, fiscal rule, or exchange-rate commitment will have different effects depending on whether markets believe the institution behind it will follow through. Credibility is not free -- it is built over time through consistent behavior and structural constraints.

Institutions are the structural layer. They determine the range of feasible macro policies, the inflation risk premium embedded in long-term rates, the investment climate that shapes private activity, and the political economy that either constrains or enables fiscal expansion.
