Norway

Norway is a constitutional monarchy and parliamentary democracy of 11 fylker (counties) on the western edge of the Scandinavian Peninsula, with a mainland resident population ≈ 5.55 million as of end-2025. The 1814 Grunnloven organises power between the Crown, the Storting, and the cantonally-anchored fylker. The Norwegian krone is free-floating, and Norges Bank manages the krone against an inflation target of 2.0 percent. The economy runs on petroleum, fisheries, maritime, and hydropower, with the post-1969 North Sea discoveries built into the world's largest sovereign wealth fund (the Government Pension Fund Global, ≈ USD 1.6 trillion under NBIM management). Norway is an EEA member, a NATO founding member, a Schengen participant, and not an EU member after the 1972 and 1994 referendums.

Five structural pillars

Constitutional monarchy and parliamentary democracy. The 1814 Grunnloven defines a parliamentary monarchy in which the King is head of state in formal terms while the Council of State (Statsrådet) under the Prime Minister exercises executive power. The Storting is unicameral after the 2009 reform that abolished the Lagting and Odelsting subdivisions. Government formation in Norway has run on minority and coalition arithmetic for most of the post-1945 era S7,S8.

Two written language standards. Norwegian has two officially equal written standards: Bokmål (the dominant written form, used by ≈ 85 to 90 percent of the population) and Nynorsk (anchored in west-coast and inland dialects). Sami languages have official status in designated Sami administrative areas under the Sami Act, and Kvensk is a recognized minority language S7,S19.

Free-floating krone and an independent central bank. The Norwegian krone has been free-floating since 1992 after the failed Exchange Rate Mechanism (ERM) shadowing era. The Norges Bank mandate is price stability, with an inflation target of 2.0 percent, and the bank uses the policy rate together with FX operations on behalf of the Government Pension Fund Global to implement policy S3.

Petroleum-and-fish exporter with the world's largest sovereign wealth fund. The post-1969 North Sea oil discoveries built a petroleum sector that contributes ≈ 25 to 30 percent of GDP in a typical recent year. The Government Pension Fund Global, established in 1990 and known internationally as the Norwegian oil fund, holds ≈ USD 1.6 trillion under Norges Bank Investment Management (NBIM) and is the world's largest sovereign wealth fund. The 3 percent fiscal spending rule (handlingsregelen, adopted in 2001) ties the central-government structural deficit to the expected real return on the fund S4,S17,S18.

EEA-but-not-EU institutional architecture. The 1994 EEA Agreement extends most of the EU Single Market regulatory take to Norway in exchange for free movement of goods, services, capital, and persons across the EU and the EEA-EFTA states (Norway, Iceland, Liechtenstein). Norway is a Schengen participant since 2001 and a NATO founding member since 1949. Norway is not an EU member after the 1972 and 1994 EU-membership referendums each rejected accession S6.

Three reasons Norway punches above its size

Norway sits at the center of the post-2022 European energy map: after the loss of Russian pipeline gas in February 2022, Norway became Europe's main residual gas supplier and runs the largest Western European gas-export operation. The Government Pension Fund Global is the world's largest sovereign wealth fund and the largest single owner of listed equities globally on a country-wealth-vehicle basis, so NBIM divestment decisions move global capital markets. Norway is a NATO founding member with a 198-kilometer land border with Russia in the Arctic, which makes it a frontline state for the post-2022 European security architecture.

Two layers, two cadences

The 1814 Grunnloven, the constitutional monarchy, the EEA Agreement, the petroleum-fund mechanism, and the 3 percent spending rule sit in the slow layer.
